Background

Background

In 1995, the town of Martigues decides, within Quartier Bargemont, to reinforce and assist the settlement and social integration process of Gypsy families, formerly living in a slum. They decide to implement a joint project : building of 40 houses to host families that settled years ago in this area; equipment of 2 caravans parks (1 for the housing estate residents is being renovated at the moment, and another 14- parking spaces area for families transiting in the town).
Completing this project needs a long-term management, so the town has wished to add a social and local dimension in terms of community life management and supportive monitoring. The housing tenancy management has been ensured by ERILIA landlord while social development management has been given to ALOTRA (Association for Workers’ Accommodation).
In Bargemont neighbourhood in Martigues, housing assistance involves actions at four levels:
At ERILIA’s level the neighbourhood’s social landlord, ALOTRA consolidating the local management of this body.
At the Council Housing Services’ level by improving the relocation of families in Bargemont neighbourhood and thus avoiding overcrowding the site.
At Martigues Neighbourhoods Development Service’s level by coordinating our actions with all local services, and by facilitating access to the neighbourhood. This opening –up is particularly improved by creating links with the other neighbourhoods of the town.
At the Social Centre’s level by easing daily reception of families, by assisting those in difficulties and thus encouraging neighbourhood dynamic and pleasant living environment.

ALOTRA entered into a partnership agreement with ERILIA in 2005.

Missions

Partnership ALOTRA / ERILIA has been built around three main lines via the local management implemented:

  • Acting as the link between ERILIA and the tenants of Bargemont neighbourhood.
  • Encouraging the respect of rules and of the living environment.
  • Regulating the issue of population on the site.

Assistance in the completion of contracting formalities, home insurance policies.
Interface between residents and housing maintenance service providers.
Anticipation of illegal building and facilitation in maintaining the living environment and rules of procedure within the group.
Development of targeted cleaning-up operations.
Identification of the needs in relation with town of Martigues Housing Service.
Identification and assistance to young couples living in Bargemont in informal housing conditions.
Assistance to families wishing to leave the neighbourhood.
